Terms and conditions of certification of civil servants
Education and Science
1: General
1. These Terms and Conditions of attestation of civil servants in the field of Education and Science (hereinafter - the Rules) are developed in accordance with Article 233 of the Labor Code of the Republic of Kazakhstan dated May 15, 2007 and determine the procedures and conditions for certification of civil servants in the field of education and science, except of teachers and equivalent persons holding positions in educational institutions, implementing the educational curricula of preschool, primary, secondary, general secondary, technical and vocational, post-secondary education.
Anchor 2. These Regulations do not apply to managers of public enterprises, whose certification is carried out in accordance with the Government of the Republic of Kazakhstan dated November 18, 2011 № 1353 "On Approval of the Rules of appointment and certification of managers of public enterprises, as well as approval of his candidacy."
Anchor 3. Teaching staff and related entities - persons holding positions specified in the list of posts of teachers and equivalent persons, approved by Decree of the Government of the Republic of Kazakhstan dated January 30, 2008 № 77 "On approval of the Model State employees of public educational organizations and list of posts of teachers and persons equated to them. "
Anchor 4. Objectives of certification are:
1) Quality assurance personnel of the civil service in the field of education and science of the Republic of Kazakhstan;
2) increase student-professional readiness of civil servants to implement the tasks defined by the state's educational, scientific and technical policies related to their official duties;
3) encouraging continuing education of civil servants of the education system in the framework of performance management.
Anchor 5. Basic principles of certification of civil servants of the education system are collegiality, openness, consistency, transparency and objectivity.
6. Anchor main evaluation criterion for certification is the ability Appraisee fulfill its responsibilities.
Anchor 7. Certifications are subject to all employees, except for pregnant women.
8. Anchor Appraisee passes certification at the end of each subsequent five-year stay in office, except for heads of organizations of education and science, which are certified every three years. In this certification shall be held not later than six months from the date of occurrence of the specified term.
Employees who are on leave to care for children, are qualified not earlier than six months after entering the service.
Anchor 9. Certification of employees at their expressions performed before expiration of that period on the basis of their statements.
2. Organization of the preparation for the certification
10. Preparation for the certification of personnel service evaluator organized body on behalf of his principal and includes the following activities:
1) preparation of the necessary documents for of certified;
2) the development schedule for certification;
3) determination of the composition of evaluation committees;
4) organization of outreach about the purpose and procedure for certification.
11. Anchor Personnel Service once in six months defines the employees subject to certification.
12. Anchor Head of the organization to submit HR issued an order that approves the list of certified individuals, a schedule of certification and attestation commission structure.
Anchor 13. The composition of certifying commission included certifying commission chairman, deputy chairman, secretary and a member of the evaluation committee. The number of members is an odd number, at least five people. From among the members appointed by the Certification Commission chairman and a secretary. Chairman of the Certification Commission directs its activities, preside at meetings, planning work, exercises overall control and responsibility for the activities and the decisions it makes.
Anchor 14. The composition of certifying commission included heads of various departments, including human resources and legal services organizations, representatives of workers' organizations, as well as other employees.
Anchor 15. Replacement of absent members Attestation Commission is not allowed.
Anchor 16. Registrar Certification Commission is representative of Staff, which is defined personnel managers.
Anchor 17. The Secretary certifying commission prepares appropriate materials for the meeting of the commission, the necessary documents and prepare minutes after the meeting. The Secretary performs maintenance, operates the Certification Commission and does not participate in the vote.
Anchor 18. Attestation Commission for the certification of an employee, the incumbent head of the organization, created official having the right of his appointment to this position.
Anchor 19. Members Attestation Commission pass certification on general grounds.
20. Anchor Appraisee workers who are members Attestation Commission, does not take part in the vote in the consideration of his candidature.
21. Anchor Personnel Service shall notify the employee on the date of certification not later than one month before the beginning of its implementation.
Anchor 22. Subordination employee, subject to certification, prepares an official response and sends it to the personnel office.
23. Anchor service characteristics contains reasonable, objective assessment of the professional, personal qualities and the results of performance Appraisee employee.
24. Anchor Personnel Service introduces employee presented him with the performance characteristics of a time not later than three weeks before the meeting of the Certification Commission.
Anchor 25. The employee has the right to express their disagreement with him provided service characteristics and provide a personnel service information to indicate it, within 5 working days.
Anchor 26. Appraisee employee personnel service issued a certification sheet in the form according to Annex 1 to this Regulation.
27. Anchor Personnel Service sends certification materials collected in the Attestation Commission within 15 working days before the meeting of the Certification Commission.
3. Certification of
28. Certification is conducted in the form of an interview. Meeting of the Certification Commission considered competent if attended at least two thirds of its members.
Anchor 29. The voting results are determined by a majority vote of the committee members. In case of equality of votes, the Chairman of the Commission is crucial.
Anchor 30. Each member of the evaluation committee on Appraisee employee evaluation sheet filled, according to Annex 2 to this Regulation.
31. Anchor Solutions Certification Commission in the protocol signed by the members of the Certification Commission and the Secretary, to attend its meetings.
32. The anchor member of the evaluation committee are entitled to a dissenting opinion, which, in the case of its expression, is presented in written form and is applied to the protocol committee.
Anchor 33. In the event of non attestation to the commission meeting for a good reason consideration of its certification postponed to a later date specified by the Commission.
34. An anchor is a good reason:
1) temporary disability civil servant;
2) finding on maternity leave, parental leave;
3) finding a business trip, on training (internship) majoring outside of the Republic of Kazakhstan.
Anchor 35. In the absence of a valid reason Appraisee appointed recalibration. When re-show on unexcused employee is considered unverified.
Anchor 36. Attestation Commission after examining the submissions and interviews with the appraisee receives one of the following decisions:
1) corresponds to the position held;
2) subject to re-certification;
3) does not correspond to the position.
Anchor 37. During the meeting, the Commission made a video or audio recording.
Anchor 38. Acceptance Certification Commission decision of non-compliance shall be ex officio negative appraisals.
Anchor 39. Certification Commission Decision adopted by open voting.
Certification Commission decision is considered adopted when present at the meeting not less than 2/3 of its members. The voting results are determined by majority vote of the Certification Commission, took part in the final session. In case of equal number of votes the chairman a casting vote.
Anchor 40. Re-certification is carried out within six months from the date of initial certification in the manner specified by these Rules. Attestation Commission, having re-certification, takes one of the following decisions:
1) corresponds to the position held;
2) does not correspond to the position.
41. Anchor Appraisee acquainted with the decision certifying commission.
42. Anchor Solutions Certification Commission within one month shall be approved by the head of the organization of education and science. Approved Certification Commission decisions are recorded in the performance appraisals of employees.
Anchor 43. Attestation sheet employee who has passed certification, service characteristics to it are stored in the personal file, video or audio recording shall be deposited in the personnel department. Approval of the head organization of the decision certifying commission recorded in a track record of an employee.
4. Appeal of decisions Attestation Commission
44. Employees have the right to appeal the order to the head of the organization approving the decisions Certifying Commission in accordance with legislation of the Republic of Kazakhstan.
Anchor 45. In case of violations of these Regulations head of the organization cancels the order and assigns recertified.

1: General
1. These Terms and Conditions of the certification of teachers and equivalent persons holding positions in educational institutions, implementing the educational curricula of preschool, primary, secondary, general secondary, technical and vocational, post-secondary education (hereinafter - the Rules) are developed in accordance Article 233 of the Labor Code of the Republic of Kazakhstan dated 15 May 2007, the Law of the Republic of Kazakhstan "On Education" of 27 July 2007 and determine the procedures and conditions for certification of teachers and equivalent persons holding positions in educational institutions, implementing educational curricula preschool, primary, secondary, general secondary, technical and vocational, post-secondary education.
Anchor 2. These Regulations do not apply to managers of public enterprises, whose certification is carried out in accordance with the Government of the Republic of Kazakhstan dated November 18, 2011 № 1353 "On Approval of the Rules of appointment and certification of managers of public enterprises, as well as approval of his candidacy."
Anchor 3. Certification is carried out to determine whether the teaching staff and persons equated to them the qualification requirements based on an assessment of his professional competence, as well as to ensure a uniform approach in evaluating teaching staff of educational organizations.
Anchor 4. Objectives of certification are:
1) High-quality cadre of teachers and persons equated to them;
2) increase student-professional readiness of teachers and persons equated to them to achieve the objectives defined by the state educational policy related to their official duties;
3) encouraging continuing education of teachers and equivalent persons within the service activity.
Anchor 5. Basic principles of certification of teachers and equivalent persons are collegiality, openness, consistency, transparency and objectivity.
Anchor 6. In these Rules, the following terms and definitions:
Anchor 1) the certification of teachers and equivalent persons on assignment (confirmation) qualification category - the order of a sequence of actions that secures a comprehensive assessment of professional competence of employees needed to carry out professional activities in the specialty;
