On catering matters

        Since 2014, at the initiative of the deputies and the proposals of school principals, the choice of service provider, school feeding products has been withdrawn from the public procurement system due to the dumping of prices affecting the quality of food, as well as the lack of direct control of school directors over service providers.


To date, the organization of catering for students in secondary education organizations and the purchase of goods related to the provision of food for children raised in pre-school organizations, educational institutions for orphans and children left without parental care has been developed (the order of the MES RKot 31.10.2018). In order to guarantee the quality and safety of children's nutrition, the Rules provide criteria for selecting a supplier who is more prepared to provide this service with a qualified staff (experience, qualifications of cooks, technologists, nutritionists, positive characteristics, own food production, energy-saving equipment).

From 2018, to improve the material and technical base of school canteens, affecting food storage conditions, safety and quality of food, a public-private partnership mechanism was introduced.

Also, according to the Rules, representatives of NGOs and parental community, board of trustees, as well as territorial bodies of public health protection are included in the composition of competition commissions.

To ensure the use of suppliers of fresh and natural products, the Rules provide for suppliers to obtain additional bills for their own production of food used in school meals (peasant or farm, greenhouse, etc.) and the purchase of food products of domestic producers.

 Consumer properties of dishes, food products and culinary products, their organoleptic properties, technologies and production conditions must comply with the technical regulations of the Eurasian Economic Union in terms of food safety for children.

In case of violation or improper fulfillment of the contract by the supplier, the contract is terminated in court and this supplier is declared unfair (order of the MES RK No. 599 of October 31, 2018).

In 2015, in order to provide high-quality nutrition to certain categories of students, the Ministry, together with the Kazakh Academy of Nutrition, first developed uniform norms for one-time school meals (additions were made to the RK no. 320 of 12.03.2012) taking into account the age characteristics of children.

These standards provide for children to receive all micronutrients necessary for the body: vitamins, minerals and trace elements.

In 2018, within the framework of the implementation of the State Healthcare Development Program of the Republic of Kazakhstan “Densaulyk” for 2016–2019, as well as in order to increase interest in healthy (hot) nutrition of students of educational organizations, the Ministry of Health of the Republic of Kazakhstan developed uniform dietary standards in educational institutions.

Since 2019, the Ministry has introduced cameral control over the organization of school meals by bodies and educational organizations, which allows for control activities to be carried out without implementing a site visit.

In addition, the Ministry, together with the Ministry of Finance of the Republic of Kazakhstan, is working on the issue of transferring tender procedures into electronic format through the public procurement portal.

Today, the law provides for the possibility of exercising permanent control over the provision of services, both by school employees and the parent community. Each school has a nutrition control commission. The commission is headed by the director of the school, the structure includes a nurse school, teachers, members of the parent committee, the board of trustees.

According to the Rules of catering, the service provider must provide the head of the secondary education organization with monthly information on the used list of food products for students with attached documents certifying their quality and safety.

A sensory evaluation of the quality of the finished dishes is made daily by a medical professional or a responsible person, with entries in the journal of the organoleptic evaluation of the quality of dishes and culinary products.

Thus, at present, all the necessary levers that allow school administrations to influence the quality of children's nutrition have been worked out. Today, it should be recognized that the level of responsibility of heads of educational organizations (chairmen of rejection commissions) comes to the fore.

 In this regard, the main focus of the Ministry on improving the quality of school meals is to provide a wide informational coverage of the order of activities of the rejection commissions on food quality control.
