STANDARD OF PUBLIC SERVICE "ORGANIZATION FOR CHILDREN OF PRESCHOOL AGE (UNDER 7 YEARS OLD) FOR SENDING TO CHILDREN'S PRESCHOOL ORGANIZATIONS"

public service "Enrollment of preschool children
(up to 7 years old) for referral to preschool organizations "
Chapter 1. General provisions
1. State service "Queuing up children of preschool age (up to 7 years old) for referral to children's preschool organizations" (hereinafter referred to as the state service).
2. The standard of public service was developed by the Ministry of Education and Science of the Republic of Kazakhstan (hereinafter referred to as the Ministry).
3. The public service is provided by local executive bodies of regions, cities of Astana and Almaty, districts (cities of regional significance), akims of districts in the city, cities of district significance, villages, villages, rural districts (hereinafter referred to as the service provider).
The application is accepted and the result of the provision of public services is issued through:
1) the office of the service provider;
2) non-profit joint stock company "State Corporation" Government for Citizens "(hereinafter - the State Corporation);
3) web portal of "electronic government": www.egov.kz (hereinafter referred to as the portal).
Chapter 2. Procedure for the provision of public services
4. Terms of rendering public services:
1) from the moment of contacting the service provider, the State Corporation, on the portal - 30 minutes;
2) the maximum allowable waiting time for the delivery of the package of documents to the service provider or to the State Corporation - 15 minutes;
3) the maximum allowable time of service at the service provider or at the State Corporation is 15 minutes.
5. The form of rendering public services: electronic (fully automated) and (or) paper.
6. The result of the provision of a public service is a notification of queuing (in any form), if there is a place - the issuance of a referral to a preschool organization (in any form), or a reasoned response about the refusal to provide a public service on the grounds established by paragraph 10 of this standard public service.
When contacting the service provider or the State Corporation, the result of the provision of public services is formalized through a specialized information system for managing the queue of the service provider and sent to the service recipient in the form of an electronic document.
When applying through the portal, the service recipient is sent the result of the provision of public services to the "personal account" in the form of an electronic document certified by an electronic digital signature (hereinafter - EDS) of the authorized person of the service provider.
The form of providing the result of the provision of public services: electronic and (or) paper.
7. The state service is provided free of charge to individuals (hereinafter referred to as the service recipient).
The following persons have the right to receive the first place:
1) children whose legal representatives are disabled;
2) children left without parental care and orphans;
3) children from large families;
4) children with special educational needs.
8. Work schedule:
1) the service provider: from Monday to Friday, excluding weekends and holidays, in accordance with the labor legislation of the Republic of Kazakhstan in accordance with the established work schedule of the service provider from 9.00 to 18.30 hours with a lunch break from 13.00 to 14.30 hours.
The acceptance of applications and the issuance of the results of the provision of public services is carried out from 09.00 to 17.30 with a lunch break from 13.00 to 14.30.
The public service is provided on a first come, first served basis without prior registration and expedited service;
2) State corporation: from Monday to Saturday inclusive in accordance with the established work schedule from 9.00 to 20.00 hours, without a lunch break, except for Sundays and holidays, in accordance with the labor legislation of the Republic of Kazakhstan.
Reception is carried out in the order of an "electronic" queue, at the choice of the service recipient without expedited service, it is possible to book an electronic queue through the portal;
3) the portal: around the clock, with the exception of technical breaks related to repair work.
9. The list of documents required for the provision of public services when the service recipient applies:
to the service provider or to the State Corporation:
1) an application in the form in accordance with Appendix 1 to this standard of public services;
2) a child's birth certificate (for identification);
3) a document proving the identity of the service recipient (one of the parents or legal representatives (for identification);
4) a certificate issued from the place of work of a serviceman or an employee of special state bodies, certified by the seal and signature of an authorized person (if any) (valid for 10 calendar days from the date of issue);
5) conclusions of psychological, medical and pedagogical counseling for children with special educational needs (if any);
