100. The creation of the state CORPORATION "GOVERNMENT FOR CITIZENS", WHICH will BECOME the SINGLE PROVIDER of PUBLIC SERVICES on the model of Canada Service Canada and Centrelink in Australia. State Corporation integrates all the service centers into a single system. Kazakhstan citizens will receive ALL GOVERNMENT SERVICES IN ONE PLACE. International certification services on compliance of QUALITY MANAGEMENT SERIES ISO 9000.

IMPLEMENTATION MECHANISMS

 

• Quickly ESTABLISHED a NATIONAL COMMISSION on modernization under the President of the country, which includes FIVE WORKING GROUPS, consisting of domestic and foreign experts.

• The national Commission needs to implement CONSISTENT MANAGEMENT of the PHASED IMPLEMENTATION of FIVE INSTITUTIONAL REFORMS. It will provide effective interaction of state bodies, business sector and civil society.

• The national Commission must TAKE CONCEPTUAL DECISIONS AND to DETERMINE SPECIFIC ACTION PLANS. Its proposals will be approved by the President. Pursuant to the approved decisions will be promptly made to the LAWS of PARLIAMENT AND GOVERNMENT REGULATIONS.

• The effectiveness of the implementation of key initiatives by Ministers and akims will be strictly MONITORED by the NATIONAL COMMISSION.

• When the national Commission is required to establish an INTERNATIONAL ADVISORY BOARD of eminent international EXPERTS. This Council will provide advice and carry out INDEPENDENT MONITORING of results of implementation of reforms.

• Work on the National Commission the office of the PRIME MINISTER of the Republic of KAZAKHSTAN.
