1. Functions

The department head of education has the following functions:

• To carry out a methodical management and control of the state establishments  and state organizations of education  of Balkhash within the limits of the competence of a department of education;
• To carry out prediction of changes of educational demands of the population, to develop a strategy of progress of educational system and sports of the city, to make offers to the mayor of the city about Balkhash educational progress programs.

2. Official duties.

To perform her functions of the department head of education assigned to her, she is obliged:

• To represent interests of 'Department' in all bodies, establishments and organizations, as well as in all areas based on  civil rights;
• To conclude contracts and to dispose of property in cases and within the limits of legislation;
• To approve documents  about departments, duty regulations of employees, to distribute duties, to establish a degree of the responsibility of assistants and heads of departments for performing their duties; the degree of the responsibility is defined by duty regulations;
• To appoint and dismiss heads of the subordinated organizations of education of city, to carry out official transfering, encouragements and summary punishments on employees and heads of departments of 'Establishment';
• To create projects of regulations and decisions of city Maslikhat, regulations of Akimat, decisions and orders of city mayor  on supervised questions;
• To supervise performing of administrative documents of higher bodies, decisions and orders of city mayor, regulations of Akimat;
• To conduct reception on personal questions.

3. Rights.

The department head of education has the right:

• To bring the projects of decisions and orders, concerning activity of a department of education on Akimat consideration;
• To submit the offer on development of work of the organizations of education, connected with the duties stipulated by the present instruction for consideration  by city mayor;
• To carry out communication with heads of the subordinated organizations of education, to receive from them the information and the documents necessary for performing the official duties;

4. Responsibilities.

The department head of education is responsible:

• For non-feasance (improper  execution)of  the official duties, stipulated by duty regulations, within the limits of the current legislation about public service;
• For effective target use of budgetary funds;
• For compliance with rules of service ethics;
• For the offences accomplished during the activity – within the limits of current  administrative, criminal and civil legislation;
• For causing  material damage – within the limits of current  labour, criminal and civil legislation
