Regulations for the public service "Queuing up preschool children (up to 7 years old) for referral to children's
preschool organizations "
 
1. General Provisions
 
      1. The state service "Queuing up children of preschool age (up to 7 years old) for referral to preschool organizations" (hereinafter - the public service) is provided on the basis of the State Service Standard "Queuing up children of preschool age (up to 7 years old) for referral to preschool organizations ", approved by the Resolution of the Government of the Republic of Kazakhstan dated May 23, 2014 No. 538" On approval of standards of public services provided by the Ministry of Education and Science of the Republic of Kazakhstan, local executive bodies in the field of preschool and secondary education "(hereinafter referred to as the standard) by local executive bodies city, district, akims of the district in the city, city of regional, district significance, settlement, village, rural district of the Karaganda region (hereinafter - the service provider).
      The acceptance of applications and the issuance of the result of the provision of public services are carried out through:
      1) the office of the service provider;
      2) public service center (hereinafter - PSC);
      3) web portal of "electronic government": www.e.gov.kz (hereinafter referred to as the portal).
      2. Form of rendering public services: electronic / paper.
      3. The result of the provision of public services is queuing, about which a receipt is issued to the service recipient indicating the priority number.
 
2. Description of the order of actions of structural divisions
(employees) of the service provider in the process of providing public services
 
      4. The basis for starting a procedure (action) for the provision of public services is the availability of an application in the form specified in Appendix 1 to the Standard or a request in the form of an electronic document certified by the EDS of the service recipient.
      5. The content of each procedure (action) that is part of the process of providing public services, the duration and sequence of its implementation, including the stages of the passage of procedures (actions):
      an employee of the service provider's office accepts and registers documents received from the service recipient, verifies copies of documents with the original documents, returns the originals to the service recipient with a receipt for accepting documents in the form in accordance with clause 9 of the standard, or refuses to accept the application in the form in accordance with clause 10 and Appendix 2 of the standard (not more than 30 minutes).
      6. Result - enrollment of preschool children (up to 7 years) for referral to preschool institutions.
 
3. Description of the procedure for interaction of structural units (employees) of the service provider in the process of rendering public services
 
      7. The list of structural divisions (employees) of the service provider who are involved in the process of providing public services:
      an employee of the service provider's office.
      8. Description of the sequence of procedures (actions) is accompanied by a flowchart in accordance with Appendix 1 to this Regulation.
 
4. Description of the procedure for interaction with the public service center and (or) other service providers, as well as the procedure for using information systems in the process of providing public services
 
      9. A description of the procedure for contacting the PSC with an indication of each procedure (action) is given in the diagram according to Appendix 2:
      1) the recipient of the public service submits the necessary documents and an application to the PSC operator in accordance with the annexes to the standard, which is carried out in the operating room by means of "barrier-free service through an electronic queue";
      2) process 1 - entering the PSC operator's login and password (authorization process) to provide the service;
      3) process 2 - selection by the PSC operator of the service, as well as the data of the service recipient's representative;
      4) process 3 - sending a request through the e-government gateway (hereinafter - SHEP) to the state database of individuals (hereinafter - GBD FL) about the data of the service recipient (one of the parents or legal representatives);
      5) condition 1 - checking the availability of the data of the service recipient in the FL SBS;
      6) process 4 - formation of a message about the impossibility of obtaining data due to the lack of data of the service recipient in the FL GDB;
      7) process 5 - sending an electronic document (service recipient's request) of a certified (signed) EDS operator of the PSC through the SHEP in the automated workstation of the regional gateway of electronic government (hereinafter - AWP RSHEP).
      10. Description of the procedure for applying for the provision of public services through the portal and the sequence of procedures (actions) of the service provider and the service recipient:
      1) the service recipient performs registration on the portal using an individual identification number (hereinafter - IIN), as well as a password;
      2) process 1 - the service recipient enters the IIN and password (authorization process) on the portal to receive the service;
