On Amendments to Decree No. 127 of the Government of the Republic of Kazakhstan of January 19, 2012, "On Approving the Model Rules for Admission to Education in the Educational Organization, Implementing General Education Programs for the Primary, Basic Secondary and General Secondary Education"

     The Government of the Republic of Kazakhstan DECREES:
 
      1. Introduce Decree No. 127 of the Government of the Republic of Kazakhstan on January 19, 2012 "On Approving the Model Rules for Admission to Education in the Educational Organization that Implement General Education Curricula for the Primary, Basic Secondary and General Secondary Education" (SAPO of the Republic of Kazakhstan, 2012, No. 27-28, item 375) the following change:
 
 
 
      The standard rules for admission to education in an educational organization that implement general educational curricula for primary, basic secondary, general secondary education, approved by the said resolution, should be amended according to the appendix to this resolution.
 
      2. This Decree shall be put into effect upon expiration of ten calendar days after the day of its first official publication.
 
      3. To suspend until January 1, 2019 the operation of part one of the first paragraph of the Model Rules for Admission to Education for the Education Organization, which implements the general educational curricula of the primary, basic secondary, general secondary education, as set out in the appendix to this resolution, having established that during the suspension period this part is valid as follows:
 
     "10. Educational organizations implementing general education curricula for primary education ensure that all children of seven years and children who are six years old in the current calendar year are admitted to the first grade, with access to all children living in the territory of the educational organization, regardless of the level training. ".

 Typical rules for admission to education in the organization of education, implementing general educational programs of primary, basic secondary, general secondary education
 
 Chapter 1. General Provisions
 
      1. These Standard Rules for admission to education in the educational organization that implement general educational curricula of primary, basic secondary, general secondary education (hereinafter referred to as the Rules) are developed in accordance with the Law of the Republic of Kazakhstan of July 27, 2007 "On Education" (hereinafter - the Law ) and determine the procedure for admission to education in the organization of education, implementing general educational programs of primary, basic secondary, general secondary education, (hereinafter - the organization of education), regardless of Their property and departmental subordination.
 
     2. Educational organizations shall receive admission for training in accordance with the Constitution of the Republic of Kazakhstan, the Law, these Rules, other normative legal acts, as well as the charters of educational organizations developed on their basis.
 
      3. Admission to the number of students is based on the order of the head of the organization of education.
 
     4. The acquisition of classes according to the level of training and the degree of development of students is not allowed. In this case, the maximum occupancy in the class is no more than 25 students.
 
     5. When enrolling students in an education organization, heads of educational organizations conclude contracts with parents or other legal representatives of children or students for the provision of educational services in accordance with the standard agreement on the provision of educational services.
 
     6. The students and the parents or other legal representatives of the students are given the opportunity to get acquainted with these Rules, the charter of the education organization, the license for the right to conduct educational activities, the admission rules in the education organization approved by local executive bodies, and other documents regulating the activities of educational organizations.
 
     7. Admission for education in the organization of education of children with special educational needs is carried out taking into account the conclusion of the pedagogical-medical and psychological consultation with the consent of the parents or other legal representatives of the child.
 
     8. Parents or other legal representatives of the child or student have the right to choose any educational organization for training.
 
     9. In the event of a refusal to admit to study in an educational organization, parents or other legal representatives of the student address at the place of residence to the local educational authorities.
 
 Chapter 2. The procedure for admission to education in an educational organization that implements the general educational curricula of primary, basic secondary, general secondary education
 
     10. Educational organizations implementing general education curricula for primary education ensure that all children who are six years old in the current calendar year are admitted to the first grade, with access to all children living in the territory of the educational organization, regardless of the level of training.
 
     To admit children to the first class, the following documents are required:
 
     1) an application from the parents or other legal representatives of the child;
 
     2) a copy of the child's birth certificate;
 
     3) certificate of health status (form 026 / у-3);
 
     4) photos in the size 3x4 cm - in quantity of 2 pieces.
 
     The acceptance of the documents specified in this paragraph from parents or other legal representatives of children entering the first class of educational organizations that implement general educational curricula of primary education is carried out from June 1 to August 30 of the current calendar year.
 
     11. When admitting children to the first class of educational organizations that implement general educational curricula of primary education, except for specialized educational organizations, gymnasiums and lyceums, examinations, testing, tests, competitions are not held.
 
     For children who have not attended pre-school institutions or who have not received pre-school education, education organizations organize preparatory courses before the beginning of the school year.
 
     12. Admission of students to the second, third, fourth, fifth, sixth, seventh, eighth, ninth classes of educational organizations implementing general educational curricula of primary and secondary education shall be provided with access for students living in the territory of the educational organization.
 
     13. Admission to the tenth and eleventh grades of educational organizations implementing general education curricula of general secondary education shall be provided with the access of students living in the territory of the educational organization and on the basis of a personal application of the students or the application of their parents or other legal representatives and the availability of a document State sample of basic secondary education.
 
     Acceptance of applications begins after the presentation of a state-approved document on basic secondary education.
 
     14. Admission to the tenth and eleventh grades of gymnasiums and lyceums is carried out in accordance with the statute of the gymnasium or lyceum on the basis of a personal application of the students or the application of their parents or other legal representatives and the availability of a state sample document on basic secondary education, .
 
      15. Gymnasiums and lyceums form general education classes to ensure the compulsory amount of knowledge required by the state compulsory education standards of the Republic of Kazakhstan, with access to students living on the territory of the educational organization.
 
     16. Admission to education in specialized educational organizations is carried out on a competitive basis.
 
     17. Specialized educational organizations establish additional competitive tours for admission to training. The content and form of conducting the selection of students, the procedure for enrolling, transferring and releasing students are carried out in accordance with the charter of this educational organization.
