Informatization of Balkhash town education

Informatization is social-economical and scientific and technical process of creation optimal conditions for satisfaction of citizens’ informational necessities, organs of state authority on the base of forming and effective using informational resources.

Rates of informational technologies development are those that any novelty not having appeared yet happens tomorrow knocking in every house. Any novelty touches upon and the system of education in the most natural way. The problem of technical upgrading of all educational institutions with computer technique has not been decided yet in full, and on the agenda there is another question – how to use this technique properly in order to realize the whole potential built into it.

Today our country has headed for building of post-industrial society, the conception of which is an informational society – a new historical stage of civilization development. Their main products are information and knowledge. The special features of the informational society are:

•  increasing of information role and knowledge in the society life;

•  growth of informational communications share, products and services in gross domestic product;

• creation of worldwide informational space, providing: effective informational interaction of people; their access to world informational resources; their necessity satisfaction in informational products and services.

         Informatization of the secondary education system is one of the priority directions of the state program of education development for 2005-2010. The plan actions on informatization and computerization of educational organizations up to 2020 was worked out in the department of education, which includes such sections as equipment with computer techniques, effective usage of computer, usage of Internet services, opening of web-sites, inculcation of technologies of ADSL, teachers’ computer skills and qualification rising.

There are 4 innovaciaton. 12 educational schools, 2 boarding-schools in the system of town education. Amount of computers is replenished every year in organizations of education. In 2004 number of computers in the town schools made up 457, in 2005 – 517 computers, in 2006 – 659, in 2007 – 709, in 2008 – 1065, in 2009 -1173, in 2010 – 1223, as of 01.09.2011 – 1463,  in 2012  – 1689, in 2013  – 1717, in 2014 – 2017. In consideration of the number of pupils for 1 computer made up 5.2 people. All organizations of education have been computerized. There are classes of informatics have been equipped in all comprehensive schools according to the regulations about class of informatics, worked up by the regional institute of qualification rising. 27 classes of informatics function at the town schools. Average workload of these classes in schools is 59 hours in a week: 34 hours of lessons, workload with additional lessons: 10 hours of societies, 10 hours of courses for pupils, 3 hours for teachers.

The department of education gets educational, informational programs in electronic flashes in order to input new informational technologies for teaching. Educational-methodical complex has been created in classes of IBT – there is different methodical literature, didactics materials for a teacher which gives a possibility to change essentially the maintenance and forms of teaching to a better side. Internet-clubs were organized in schools, where pupils can enrich their knowledge at weekends and during holidays.

All the town schools and the department of education were connected to Internet, which is used widely by pupils and teachers in researching activity: on preparation to Olympiad competitions, on processing of scientific projects and summaries, essays in different spheres of science. On average the time of work in Internet makes up 10 hours a week. 

  Pedagogues, informants of knowledge and culture were and are pioneers in realization of different programs, directed to prosperity of our country. Mastering of new informational technologies is necessary to a pedagogue.

There are classes with multimedia equipment in 12 town schools: the gymnasium, lyceum №2, school №1, school №4, school №5, school-gymnasium №7, school №8, school №9, school №10, school №15, school №16, school №17. Informational fund and technical equipment of these classes allow to teach pupils of 7-11 forms to the Kazakh and the Russian and the English languages according to the State Standard of education, and also to work in Internet on all computers, to use graphic-projector, interactive board in process of teaching. 60 interactive boards were set up in these schools.

24 teachers teach informatics in the town schools, 21 of them have high education as a profession, 3 – secondary special education. Teachers of informatics rise systematically their qualification on courses on IPC, change experience, process their author’s programs.

Effective usage with computer technique foresees inculcation into educational process of new informational technologies, consisting of some parameters: usage of Internet, organization of educational work with using of a computer, integration of informational disciplines in subjects on bases of sciences, organization of profile teaching, sectors, facultative groups, courses, additional educational services. 

The classes were equipped in all comprehensive schools according to the Statement about a classroom of informatics, worked out by the Institute of qualification rising. This school year the amount of classes of IBT is 34. Using of Internet services is one part of the effective work of computers. There are great number of sites in Internet, which are necessary to both teacher and pupils. Participation in different distant competitions, Olympiad competitions enriches horizons of children and raises motivation to teaching. Nowadays we have achieved the 100% connection to Internet. The time of weekly work in Internet made up 10 hours. Using in teaching other disciplines is the next parameter of effective usage of a computer.

In the first place, there are a lot of searching systems, in which the full complex of lessons on teaching of other subjects is given, it offers consultations by e-mail to pupils; in the second place a computer gives possibility to save time, to present demonstrative information colourfully, etc.

Lessons with using of computers have been given during this half-year in many schools. There are special saving folders with working lessons in these schools.

Putting into educational process courses, facultatives, which are pointed to more profound learning of sciences bases, broadening of pupils’ outlook, mastering of  different programs are also one of conditions of effective using of a computer.
